Dow Peters, P.E.
President
 
 
Mr. Peters is a Roadway Engineer with over 12 years of progressive and responsible engineering experience. Mr. Peters is a Jacksonville native with a B.S. in Civil Engineering from the University of Florida.  

He has experience in roadway design, roadway improvements and reconstruction projects. Mr. Peters has been involved in all aspects of roadway design including pavement design, roadway drainage, stormwater permitting, utility coordination and erosion control. 
Mr. Peters has extensive experience with construction specifications, cost estimating, project scheduling and cost benefit analysis. Other relevant experience includes the design and coordination of maintenance and protection of traffic plans.

Mr. Peters is a registered professional engineer in Florida. Mr. Peters was recently selected to serve on the City of Jacksonville’s
Planning Commission.


Russell Yaffee, P.E., PTOE
Vice President

Mr. Yaffee is a Traffic Engineer with over 20 years of engineering experience in both the public and private sectors.  Mr. Yaffee has experience in the preparation of traffic impact studies, level of service analysis, pavement marking design and parking lot layout and design. Extensive sign design experience including construction detour signs, guide signs, motorist information signs, wayfinding signage systems and trailblazing signage systems. Experience in traffic signal design including proposals, development of plans and specifications, intersection design, and geometric design. Additional experience in intelligent transportation systems, including ramp metering design, variable message sign design and lane use signal design. 

Mr. Yaffee is Member of the National Committee on Uniform Traffic Control Devices (NCUTCD) Technical Committee for Guide and Motorist Information Signs (G/MI). Mr. Yaffee is a registered professional engineer in Florida, Massachusetts, Louisiana, Mississippi, Alabama and Georgia.

Mike Molkenbur, P.E.
Senior Transportation Engineer

Mr. Molkenbur serves as a senior transportation engineer. He has 16 years of experience in the management and design of roadway and drainage projects for various clients, which include the Florida Department of Transportation, municipalities and private sector clients. Mr. Molkenbur’s expertise includes the design of roadway geometric elements, the design of drainage conveyance systems and drainage treatment systems, and integration of roadway elements with drainage elements.

His successes in management and design include roadway reconstruction projects for the Florida Department of Transportation, the City of Jacksonville, and the Jacksonville Transportation Authority as well as many resurfacing projects for the Florida Department of Transportation. Mr. Molkenbur is a registered professional engineer in Florida and Virginia.

Will Lyon, E.I.
Associate Transportation Engineer

Mr. Lyon is a roadway designer with 4 years experience in both the public and private sectors.  He is experienced and has training in the preparation of contract plans, FDOT specifications, LRE, and the FDOT’s Electronic Delivery and PEDDS process both as a prime consultant and a sub consultant.  In addition he is Advance Work Zone Certified, Stormwater Management Inspector Qualified, and has experience with Trans*port/Designer Interface.
